I’m reading over the WP Engine literature and it appears their sites may be positioned to survive the 7.4 upgrade without major changes to the the htaccess file. I still prefer to stay at PHP 7.3 but I’m having trouble transfering my site to Local with 7.3 PHP.

Can you describe in a little more detail the trouble you are running into transferring the site? Are you making use of Local Connect to pull the site down?
If so, are you seeing any errors?
