Local 5.2.4 +2399 SSL_write() failed and sluggish site

I noticed that my previous version 5.2.3 was pretty sluggish so started to investigate. I saw the post on Windows KB4524244 and uninstalled it. That didn’t help.

Here’s config settings:
PHP: 7.3.5
Nginx
MariaDB 10.4.10

I updated to 5.2.4 and the problem persists. I’ve optimized the database, stopped and restarted the server, rebooted my PC etc.

If I look at my error.log file, I have a number of these line items. I’m not sure if it’s the source of my problem.
