From that specific error, it looks like the site is having issues finding the PHP configuration file.
It’s hard to say what might be going on without a little more details. Can you please provide your Local Log? See this Community Forum post for instructions on how to do so:
Also, are you able to create a new, plain WordPress site and access it? If you can, you might try restoring your existing sites to new ones in Local by following the steps outlined in the “Restoring From Only Local Site files” section of this help doc:
