Local url redirects to live site, I changed the URL on the WordPress dashboard, thinking it wouldn’t matter, but I was wrong!

Are you able to create a new, plain WordPress site in Local and access it in a Browser?

My local host URL is
http://restaurantes-palma.local/wp-admin/?cache-buster=1808
But it now redirects to my live site https://www.restaurantespalma.es/
I need to change the URL on my local install WordPress dashboard, but I can’t access the admin dashboard on the local machine because it keeps redirecting me.
How can I bypass the redirect?
