Local wont start, "Regenerating Docker Machine TLS Certificates"

One or two sentence summary of the issue.

i start local. it goes to the screen with my list of sites, but then goes into a loop where a black screen appears with the text “Checking System…” then back to list of sites then a black screen with “Regenerating Docker Machine TLS Certificates”, then back to the list of sites…rinse and repeat.
